Abstract: Evaluation involves systematic determination of the merit, significance and worth of a project or program by means of a criteria guided by a set of standards. Use of consultants in evaluation brings independence and professionalism in project evaluation. Terms of reference forms the basis of contractual relationship and states clearly the parameters to be measured in an evaluation undertaking by a consultant.
